The Great Governing Council

HANBF's 11-member Great Governing Council provides strategic direction, fiduciary oversight, and community representation.

The Great Governing Council was established at HANBF's founding in 2006 and has guided the organization through two decades of growth - from early community programs to its 2025 recognition as the Global Haitian Diaspora Organization by the Haitian Ministry of Haitians Living Abroad (MAHVE). Council members serve staggered terms to ensure continuity of leadership.

The Internal Review Board

An independent 7-member body that audits, reviews, and validates all HANBF financial, legal, and operational decisions.

IRB Position 1

Chair - Legal Oversight

Leads the IRB, reviews all contracts, MOUs, and legal agreements prior to execution under U.S. and Haitian jurisdiction.

IRB Position 2

Financial Auditor

Conducts quarterly financial audits and certifies that all fund disbursements align with approved budgets and donor intent.

IRB Position 3

Compliance Officer

Monitors regulatory compliance with U.S. IRS non-profit requirements, FARA obligations, and Haitian investment law.

IRB Position 4

Community Advocate

Ensures all programs and investments align with the lived needs and priorities of Haitian diaspora communities.

IRB Position 5

Ethics & Conduct Officer

Investigates any allegations of misconduct, conflicts of interest, or breaches of the HANBF Code of Ethics.

Program Evaluator

Assesses the impact and effectiveness of HANBF programs against defined KPIs and community outcome benchmarks.

Secretary - IRB Records

Maintains all IRB minutes, audit reports, and findings; distributes review summaries to the Great Governing Council.

IRB Independence Mandate: The Internal Review Board operates independently of the Great Governing Council. No IRB member may simultaneously hold a Council seat. IRB findings are reported directly to all stakeholders, not filtered through executive leadership - ensuring uncompromised oversight.
