I. Rationale & Historical Alignment

The Chairperson formally established the operational paradigm:

“The standard must come before the infrastructure.”

The Board noted the historical continuity between HANBF’s founding in 2006 and the structural, institutional administrative style of General Jérôme-Maximilien Borgella. The strategic agenda rejects short-term, populist write-in models in favor of strict, bureaucratic compliance with the Provisional Electoral Council (CEP) and national laws.

II. Ratification of Governance Assets

The following three core operational pillars and administrative blueprints were officially presented and ratified for permanent use:

  1. Sovereign Engagement Statement

A polished, peer-to-peer diplomatic statement explicitly rejecting paternalistic international aid, to be hosted permanently on the official portal.

  2. Internal Review Board Charter

The formal constitutional mandate granting the seven-member Internal Review Board (IRB) supreme, independent vetting and veto powers over all campaign financing and international alignments.

  3. Candidate Registration Compliance Checklist

A strict legal-preparation roadmap covering national identification, tax clearances (Quitus Fiscal), and official background clearances.

III. Advisory Recruitment & Media Deployment

  • Advisory expansion: The Board approved the launch of the Sovereign Advisory Board to target elite global development economists, including Professor Jeffrey Sachs, and Ivy League scholars.
  • Media outreach: Media pitches and press materials targeting key journalists, including Jacqueline Charles of The Miami Herald and Frances Robles of The New York Times, were locked in for distribution on or before October 16, 2026.
  • Executive decree: Executive Order No. 1 was officially issued, directing the immediate digital inventory and asset stabilization of the organization’s agricultural network footprints within the Artibonite Valley.

IV. Protocols for Campaign Protection

The Board reviewed and adopted the Official Media Response Statement Q&A and the Three-Step Crisis-Communication Protocol to insulate campaign personnel and regional coordinators from hostile political counter-narratives.
